Weather Conditions: Appeared clear, but no stars visible

Description: Appeared to be over Fort Henry, stayed in vicinity over 45 minutes, no stars visible. Moved/swayed side to side, raised vertically over the 45 minute time period...with binoculars, appeared to be pale and circular, without binoculars, appeared as hovering bright light.
