Description: I stepped out to have a cigarette when I looked up and seen a bright steady light in the sky. First I thought it was the ISS but it was moving in a western direction, the ISS goes from west to east. I watched it cross the sky for one minute waiting for it go out of sight, then it slowly started to turn south slowly. Due to power/cable lines in the field of view, it appeared to wobble. Using these lines for reference, I watched as it appeared to slow down,then it seemed to stop for a fraction of a second. It then quickly sped up and then returned to what look like the speed at which it was first traveling at, then it head off in a southernly direction till it was out of sight. Since it was late at night, there was no sound of a jet, helicopter, or prop plane. The total time of the event was under three minutes.
