Shape of objects: possible disk shaped ufo with bright white lights going around it and lights were as bright as a camera flash

Weather Conditions: clear and cold

Description: I went outside and ran the garbage out at work. I then looked up at the eastern sky and noticed this strange object sitting in the sky. It wasn't moving, and it was possibly disk shaped it was hard to tell. What got my attention were the bright white lights circling around it, and they reminded me of a camera flash they were that bright. Now it was strange that this object was not moving at all. So i knew it was not a plane. There was no noise coming from where it was hovering. I watched it for about five minutes then went back inside.
