Shape of objects: Hoola hoop or ring shaped.

Full Description of event/sighting: we were told by radio not to look up at the sky because the military were doing test to the skies. Of course I had to look. I saw ring objects coming down from small size to large size many times.Maybe this was an experiment or maybe it was a UFO. I have talked to other people since then and they remember that day. Do you have any records?
